Tuition Option Payment Plan (TOPP)
 
TOPP is a program that allows OSU students and their families to split the cost of tuition and other University expenses (minus financial aid) into two payments per quarter. There is a $35 annual enrollment fee for this service. No additional fees will be charged as long as payments are submitted on time.

Be sure to read the TOPP Rules below before enrolling in the program and submit all payments by TOPP and University deadlines to avoid late fees.
 
Please review the following before signing up:
  
Joining TOPP – You may join TOPP any quarter you are enrolled in classes. This includes Study Abroad Programs and Internships. Your initial payment must include any outstanding balances from prior terms and the $35.00 enrollment fee and one half your balance for the current term. If you are joining TOPP after the second payment deadline has passed you must pay the full amount due on your account, the $35.00 enrollment fee, plus any late payment penalties. Early enrollment is recommended.

Annual Fee - An annual (Autumn through Summer) non-refundable fee of $35.00 is included in the "TOPP AMOUNT DUE" on the fee statement coupon for the first TOPP payment. Since TOPP is not a loan program, there are no finance charges.

Eligible Fees - Any fees appearing on the Statement of Account such as instructional and general fees, resident halls, insurance, COTA and computer lab fees are eligible for payment through TOPP. All other fees must be paid through procedures established for those charges by the departments initiating them.

Billing - TOPP participants will pay in two monthly installments each quarter. The first installment will be for one half the current quarter balance, any unpaid balance from a prior term, plus the $35.00 TOPP enrollment fee and will be due the first day of classes. The second installment, for the remaining balance, is due the fourth Sunday of the quarter. Account information is available online at www.treasurer.ohio-state.edu. Payments - We recommend online payment whenever possible. Funds must be drawn from U.S. bank accounts. Payments are also accepted through the mail. Acceptable types include personal check, cashier's check or money order. We do not accept credit card payments. The University is not responsible for cash payments made through the mail. Payments for individual accounts must be mailed separately.

Late Payment Penalties - Enrollment in TOPP does not waive other University late payment penalties. If a TOPP payment is not postmarked by the appropriate due date listed in the TOPP PAYMENT SCHEDULE below, appropriate University late fees will be assessed.

Please note separate penalties are assessed for tuition and Housing fees. For information on tuition and Housing penalty fee assessments please refer to the "Master Schedule of Classes" and "Helpful Hints" at www.ureg.ohio-state.edu

Cancellation - The student may cancel the plan at any time by providing written notification to Fees & Deposits. Cancellation of TOPP does not relieve the student of any outstanding financial obligations.


TOPP Payment Schedule: 2007-2008

AU07 Quarter: 1st payment due 09/19; 2nd payment due 10/14

WI08 Quarter: 1st payment due 01/03; 2nd payment due 01/27

SP08 Quarter: 1st payment due 03/24; 2nd payment due 04/20

SU08 Quarter: 1st payment due 06/16; 2nd payment due 07/13


Administrative Holds - Any TOPP balance not resolved within 120 days from the time the charge is initiated can result in an Administrative Hold. An administrative hold is a stay of activity placed on a student’s record if that student has failed to comply with an obligation (financial or otherwise) imposed by the University. Students with holds may be denied services such as, but not limited to, registration, receipt of grades or transcripts, and enrollment in TOPP. These students should access the account at www.treasurer.ohio-state.edu to determine which office has placed the hold.
